Terry Stier is a husband, father and lifelong public servant who has dedicated his career to the Belle Plaine community.

PROVIDING TAX RELIEF
Terry helped deliver more than $400 million in tax relief, including property-tax relief, car-tab relief and important tax improvements for Minnesota businesses.

Terry supported stronger oversight, new tools to pursue fraud and major upgrades to outdated state systems.

These awards reflect Terry's belief that real-world experience and local input should have a place at the Capitol.
With 23 years in law enforcement and now in his sixth year as Belle Plaine's Chief of Police, Terry has seen firsthand how policies passed in St. Paul affect public employees, local governments and the communities they serve. He knows even well-intentioned policies can create problems when lawmakers don't listen to the people responsible for putting them into practice.

Leading Beyond the Capitol
Terry's work doesn't stop when the legislative session ends. He currently co-chairs two working groups developing recommendations on some of the state's most complex issues.

Reforming Duty Disability
Terry co-chairs the Work Group on Duty Disability and the Public Safety Officer's Benefit Account, which he helped create through an amendment during the 2026 legislative session. The group is working toward reforms that protect legitimate duty-disabled police officers and firefighters, improve access to affordable health coverage and ensure the system is sustainable and accountable.

ARMER & 911 Emergency Communications
ARMER, the Allied Radio Matrix for Emergency Response, is Minnesota’s statewide radio network used by police, fire, EMS and other emergency responders. Terry has taken a leading role in efforts to strengthen the system, improve interoperability and develop a more sustainable funding model that doesn’t continue shifting costs onto counties and local taxpayers.
Both roles reflect Terry's approach to governing: bring the right people to the table, listen to those with relevant experience and work through the details before making decisions that will have lasting consequences.
